Holding the State Accountable Over Unilateral and Unfair Retirement Offers

Leaders of the unions in the State Employees Bargaining Agent Coalition (SEBAC) on Friday filed a State Prohibitive Practice (SPP) charge with the Connecticut Board of Labor Relations. At issue is the State’s offer to certain employees the ability to retire with 25 years of service regardless of age. The State made that offer without notice to or bargaining with SEBAC — and without making it available to the vast majority of the state’s workforce.

Union Leaders Take Action on Reports of State Managers’ Longevity Bonuses

Union leaders are responding to news reports that thousands of appointed officials, managers, and top agency officials would receive upwards of $7 million in longevity bonuses in October. The State Employees Bargaining Agent Coalition (SEBAC) is filing a grievance on behalf of the front-line members of its constituent unions for allowing the payments to go forward.

Layoffs and Reemployment FAQs

There are only 2 reasons classified employees can be laid off: "lack of work" and "lack of funds."

If you are laid off, the district is required by law to give you 45 days notice. The law also mandates that layoffs occur by seniority within a single classification on a district-wide basis. In most cases, the last hired is the first laid off within a classification. Our contract determines seniority by date of hire.

If the district eliminates positions and lays off employees, it may try to shift their duties to other employees. However, there are restrictions that govern what the employer can do as far as transferring duties to other employees. If you are asked to take on the work of a laid-off employee, talk to a BCCE representative immediately.

Districts are prohibited from laying off a classified employee whenever a short-term employee is doing work that the classified employee is qualified to do. However, this law does not apply to short-term workers hired for 45 days or less (their short-term service cannot be extended or renewed).

Chapter 22 Holds Food Drive for Salvation Army

The North Dakota Public Employees Association, Chapter 22, had a very successful food drive from October 17 through November 18th at the North Dakota State Hospital, South Central Human Services Center and Stutsman County Social Services. The food was delivered to Community Action Region VI and to the Jamestown Salvation Army on November 22, 2011.
